Comrade Song first conveyed the spirit of General-Secretary Xi’s important speech at the 7th CCDI plenary session. He pointed out that General-Secretary Xi’s important speech fully affirms the substantial achievements the CPC has made in comprehensively tightening party disciplines since the 18th CPC National Congress, comprehensively analyzes the situation of building a clean government and CPC as well as combating corruption, deeply elaborates the major theoretical and practical issues on the CPC’s construction and clearly puts forward the general requirements and main tasks of current and future work. General-Secretary Xi’s speech is far-sighted and profound. It is a guideline for deeply and comprehensively advancing strict party administration, provides a fundamental principle and charts out the course for the work of strengthening party conduct, the building of a clean government as well as the anti-corruption campaign under new historical conditions. Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi as the core has incorporated the comprehensive and strict administration of the party into the "four-pronged comprehensive strategy”, focused on strictly and carefully ruling the party and governing the party, cleaned up the political ecology within the party, made breakthroughs in the party conduct construction and continuously pushed the strict administration of the party for in-depth development, yielding remarkable results in this regard. Facts have proven that the strategic decision of the CPC Central Committee to comprehensively and strictly strengthen the party discipline is absolutely correct, which has won support from CPC members and the general public and greatly elevated the CPC’s international status. The CPC’s achievements in anti-corruption have drawn a great deal of admiration from more and more foreign political parties. Many foreign political parties hope to learn from the CPC’s experience and practices in the construction of party conduct, an honest and clean government as well as anti-corruption. As the department in charge of foreign affairs of the CPC, we can deeply sense that. We have the responsibility and obligation to well conduct the external work.

Comrade Zou conveyed the main spirit of Comrade Wang’s work report. Zou pointed out that the plenary session embodies the CPC Central Committee's "one judgment and three highlights" on comprehensively and strictly administering the party. "One judgment" refers to the judgment on the situation of anti-corruption, that is, the overwhelming situation of anti-corruption has been formed. "Three highlights" means to highlight the political nature, reform and supervisor of the CPC’s work on discipline inspection and supervision. Zou put forward suggestions on the implementation work. First, to fully understand the spirit of the plenary session, convey the spirit of the speech to each and every CPC member, and effectively integrate the thoughts into General-Secretary Xi’s important speech; second, to integrate the requirements of the plenary session based on General-Secretary Xi’s speech, the Guidelines on Honesty and Self-discipline for the CPC, the Disciplinary Regulations of the CPC, inspection and rectification programs as well as the requirements put forward at meetings on domestic life so as to well plan this year’s work.

Combined with the work practice of the IDCPC, Comrade Song raised clear requirements for implementing the spirit of the important speech of General Secretary Xi and the work report delivered at the 7th plenary session. First, to thoroughly study the spirit of General Secretary Xi’s important speech and Comrade Wang's work report and effectively unify the thinking and actions into the decision making and arrangements of the CPC Central Committee with Comrade Xi as the core. Second, to thoroughly implement the spirit of the 6th plenary session of the 18th CPC Central Committee and the 7th CCDI plenary session, and follow the requirements for comprehensively strengthening party disciplines when comprehensively tightening disciplines of the IDCPC and through the all aspects and the whole process of the CPC’s external work. Third, to adhere to curing the disease by firstly curing the symptoms and promote ideological and political construction with perseverance, thus building a team of cadres with solid political quality for the external work. Fourth, to resolutely regard the important speech of General Secretary Xi and the spirit of the 7th CCDI plenary session as an important part of strengthening the political guidance of the international community and carry it out during the CPC’s external work. Taking serving the 19th CPC National Congress as the mainline and serving the CPC Central Committee's major concerns as well as major political agendas and diplomatic agendas of the CPC and the country as goals, we should earnestly complete this year’s various assignments.

At last, Comrade Song stressed that under the strong leadership of the CPC Central Committee with Comrade Xi as the core, we must work hard, fulfill our due responsibilities and comprehensively strengthen disciplines of the party and the IDCPC, so as to push various work for new achievements and embrace the successful convening of the 19th CPC National Congress with outstanding achievements.
