Liu said, in recent years, President Xi Jinping has maintained close communication with President Paul Kagame, charting the course for the development of China-Rwanda relations. Both China and Rwanda have long and splendid civilizations, and are developing countries and members of the Global South family. Both countries adhere to independence and self-reliance, explore development paths that suit national conditions, and are committed to realizing national modernization. The Chinese side is willing to work with the Rwandan side to implement the important consensus reached by the two heads of state, further enhance political mutual trust, deepen practical cooperation in various fields, and constantly push the friendly cooperative relations between the two countries to new levels. The Chinese side appreciates the Rwandan side's firm adherence to the one-China principle and is willing to continue to understand and support each other on issues involving each other's core interests and major concerns, and jointly safeguard the sovereignty, security, and development interests of the two countries.

Liu said, the CPC and the RPF-Inkotanyi have similar concepts and a profound friendship, maintaining close exchanges. The Chinese side is willing to, together with the Rwandan side, further strengthen high-level exchanges and strategic communication, deepen experience exchange in state governance and administration centering around cadre training, party school construction, anti-corruption and other issues, give play to the ruling party’s channel advantages, facilitate cooperation between the two countries in various fields, and boost the mutually beneficial cooperation under the framework of Belt and Road Initiative (BRI) and the Forum on China-Africa Cooperation (FOCAC). The world today is undergoing both transformation and upheaval. The Chinese side is willing to work with the Rwandan side to strengthen international coordination, promote the implementation of Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and work together towards the lofty goal of a community with a shared future for mankind.

Gasamagera congratulated the CPC on leading the Chinese people to achieve remarkable economic and social achievements. He said lifting hundreds of millions of people out of poverty, in particular, is a contribution to mankind's development. He said the Rwandan side thanks the Chinese side for the strong support in infrastructure construction, environmental protection, health care and other fields. More Chinese companies are welcome to invest in Rwanda. He hoped to strengthen cooperation between the two countries through the joint construction of the BRI, the FOCAC and other platforms. The RPF-Inkotanyi and the CPC are both ruling parties and share similar philosophies. Calling the relationship between the two Parties an important driving force for the development of relations between the two countries, he hoped the two sides will further strengthen experience exchange in state governance and administration, and promote practical cooperation in various fields. The Rwandan side firmly adheres to the one-China principle and opposes unfounded accusations against China by some countries on human rights and other issues. It highly appreciates and actively supports the three major global initiatives proposed by China, and is willing to work with the Chinese side to promote the building of a community with a shared future for mankind.
