Dear Chinese hosts,
Colleagues, representatives from different European countries,
We are honoured and privileged to participate in the Fifth High Level Chinese European Forum of political parties. This is yet another platform for enhancing the relations between Europe, the European Union, our countries and parties and China.
This forum puts emphasis on two aspects of development. Green development is a reaction to the ever aggravating environmental problems, even threats to preserving humanity and our planet. The open development gets a new opportunity along the Silk Road – “one belt, one road“. China’s opening has been one of the pillars of its successful reformation and development for the past almost three decades.
The comprehensive strategic European Union – China Partnership is reflected in the Strategic Cooperation Plan (Agenda 2020). It was stated during the first visit at the level of a Chinese head of state to the European Union in 2014. The European Union is China’s biggest trade partner and China is the European Union’s second biggest trade partner.
China was the first non-European state to declare its financial contribution to the so called Juncker Plan. Since the beginning of this year China has been an official member of the European Bank for Reconstruction and Development. Several European countries joined the Asian Infrastructure Investment Bank established this year.
Countries such as Bulgaria participate in the initiative for cooperation between China and the Central and Eastern European countries (16 + 1 format). We see additional opportunities in the synergy between that format, the one belt – one road initiative and the new platform for European Union – China connectivity. The relations between China and Bulgaria are at a level of comprehensive friendly partnership and cooperation. Their potential, especially in economic terms, is of course larger than what has been achieved so far.
The first Confucius centre on the Balkans was established in Bulgaria. Recently it has been assigned the status of a model centre, one out of only fourteen centres of that type globally.
The strength of the Chinese nation is in its hard work, courage and wisdom. The strength of today’s China is that it is up-to-date and is following a clear direction. At present China is adopting all achievements of the human civilization without mechanically copying other models. China is trying to retain harmony in preserving the differences. Those principles are reflected in the reformation concept developed by Deng Xiaoping vis-à-vis the establishment of “Socialism with Chinese specificities“.
Today the road towards development and progress follows the concept of “the great revival of the Chinese nation” announced by Xi Jinping in 2013. It stipulates that by 2020 China shall establish a “xiaokang” society, i.e. a society with a standard of living acceptable for all and by the middle of the century it shall have established a prospering, democratic, civilized and harmonious socialist state.
Over the past two decades the People’s Republic of China has been building its own version of market economy with the active role of the state. Its economic and social achievements are impressive at global and at national level. All this helped China overcome more quickly and more swiftly the global financial crisis as compared to other big economies. Even in the current context of reduced growth rate, its GDP increased by almost 7% in 2015. Last year the Chinese yuan was included in the Special Drawing Rights currency basket of the International Monetary Fund.
This makes me believe that the time is ripe for China to be granted the status of a market economy by the European Union, as other European countries have already done.
Decades on end Europe influenced the East with its economic,social and political models. China adopted and adapted to its setting part of that experience. I think that this could further develop only if the European Union as part of the Euro-Atlantic geopolitical area looks for its own place in the global world. The question is whether the EU will establish itself as an autonomous pole in the transition towards a multi-polar world and whether it will become a stronger and a predictable partner.
The time is ripe for Europe to start studying, transferring and utilizing some of the Chinese practices. Therefore the process is already a two-way one – from Europe to China and from China to Europe. This forum is very useful. It can turn into one of the strong silk threads connecting us.
The common goals,the interconnection and the dialogue of civilizations provide for a peaceful international environment.Without peace neither China,nor the world can develop successfully and without development neither China nor the world can enjoy a long-lasting peace.Ladies and Gentlemen,
