The 8th Meeting of China-Russia Dialogue Mechanism between Ruling Parties Held

On July 23rd, the 8th meeting of China-Russia dialogue mechanism between ruling parties, themed “the world in post-epidemic era: strategic exchanges and cooperation between Chinese and Russian ruling parties”, was held via videolink. General Secretary of the CPC Central Committee and President Xi Jinping and Russian President Vladimir Putin sent congratulatory messages to the meeting respectively.

Song Tao, Minister of the International Department of the CPC Central Committee (IDCPC), read out General Secretary Xi’s congratulatory message. Song said, the congratulatory messages from General Secretary Xi and President Putin demonstrate the great importance the two heads of state have attached to the relations between the two Parties and the two countries and to the dialogue and exchanges between ruling parties. They also showcase the determination of the ruling parties of the two countries to stick together in times of difficulty and fight against the epidemic, and the mission of building consensus and deepening cooperation in the post-epidemic era. Under the new situation, the CPC is willing to work with the United Russia Party to continue to deepen strategic communication, strengthen experience exchanges in state governance and administration, including sharing the third volume of “Xi Jinping: The Governance of China” as well as the latest achievements of the CPC’s innovation in theory and practice, and promote practical cooperation including the integration between the Belt and Road Initiative and the Eurasian Economic Union through the inter-party channels to benefit both countries and peoples. China is ready to work with Russia to continue to support each other, oppose interference by external forces, safeguard respective national sovereignty, security and development interests, strengthen cooperation in the UN and other institutions, uphold multilateralism and build a community with a shared future for mankind.

Boris Gryzlov, Chairman of the United Russia Party's Supreme Council, read out the congratulatory letter from President Putin. The Russian side noted that since the outbreak of COVID-19, President Putin and General Secretary Xi have maintained close exchanges, which has pushed forward bilateral and international cooperation against the virus and enhanced strategic mutual trust between the two sides. The United Russia Party is ready to work with the CPC to implement the important consensus reached by the two heads of state, enhance mutual learning in party governance and state administration, promote bilateral cooperation in economy, science, technology and sub-national cooperation and consolidate the foundation of the Russia-China comprehensive strategic partnership of coordination in the new era. Russia will join efforts with China to support each other, strengthen coordination in international affairs, jointly safeguard the sovereign rights and interests of respective countries and contribute to global peace and development.

During the meeting, representatives from both sides also exchanged views on the responsibilities of the ruling party in the context of the epidemic, safeguarding and consolidating national security, national governance system and governance effectiveness. Fu Xingguo, Vice Minister of the Organization Department of the CPC Central Committee; Liang Yanshun, Vice Minister of the Publicity Department of the CPC Central Committee; Jing Hanchao, Deputy Secretary-General of the Commission for Political and Legal Affairs of the CPC Central Committee; and representatives from Russia made speeches under the related topics. Zhang Qingwei, Secretary of the CPC Heilongjiang Provincial Committee, also exchanged views with Teksler, Governor of Chelyabinsk Oblast of Russia, on strengthening regional cooperation.

IDCPC Vice-Minister Qian Hongshan chaired the meeting. The meeting adopted the consensus of the 8th meeting of China-Russia dialogue mechanism between ruling parties.
