The Ninth Meeting of the Dialogue Mechanism between Ruling Parties of China and Russia Held

On April 20th, the ninth meeting of the dialogue mechanism between the ruling parties of China and Russia, co-hosted by the International Department of the Communist Party of China (CPC) Central Committee and the United Russia party, was held via video link. The congratulatory letters from Chinese President and General Secretary of the CPC Xi Jinping and Russian President Vladimir Putin were read out at the meeting. With the theme of “China-Russia Cooperation in the Context of Great Changes: New Beginning and New Mission for Exchanges and Cooperation between Ruling Parties”, participants of the meeting engaged in in-depth exchanges and reached wide-ranging consensus in terms of how the ruling parties of China and Russia can give full play to their political leading role under the new situation, consolidate political mutual trust, promote mutually beneficial cooperation between the two countries and international strategic cooperation, and uphold a fair and reasonable international order. At the meeting, the Chinese side introduced to the Russian side the Russian language version of President Xi Jinping’s On Building a Human Community with a Shared Future.

Song Tao, Minister of the International Department of the CPC Central Committee first read out the congratulatory letter from General Secretary Xi Jinping. Song Tao said, the congratulatory letters, sent by General Secretary Xi Jinping and President Vladimir Putin of Russia to this meeting, fully reflected the great importance they attached to China-Russia relations and the relations between both parties, and pointed out the way forward for the ruling parties of both countries to deepen strategic exchanges and cooperation in the new era. This year marks the 20th anniversary of the signing of the Treaty of Good-neighbourliness and Friendly Cooperation between China and Russia, and the establishment of relations between the CPC and the United Russia party. In the past 20 years, the CPC and the United Russia party have been exchanging and learning from each other’s experience in party building and state governance and administration, combining the enhancement their self-construction with the consolidation of strategic mutual trust, and unifying the deepening of practical cooperation with people-to-people bond. In addition, both sides have been linking the close bilateral cooperation with multilateral collaboration within the framework of the Shanghai Cooperation Organization and the BRICS countries, and firmly supporting each other in opposing external interference and safeguarding the security of governance, thus setting an example of institutionalised interactions between major countries and major parties in the world.

Song Tao said, this year marked the 100th anniversary of the founding of the CPC and the 20th anniversary of the founding of the United Russia party. The CPC is willing to work with the United Russia party to implement the strategic consensus reached by the two heads of state as a mission, enhance strategic mutual trust, further promote the docking of development strategies between China and Russia, and promote practical cooperation in economy and trade, infrastructure, science and technology innovation as well as exchanges at the local level, so as to better benefit both countries and peoples. Besides, the Chinese side is ready to work with the Russian side to support each other on the issues related to their own core interests, resolutely oppose external interference and uphold multilateralism, and promote the new development of the China-Russia comprehensive strategic partnership of coordination for a new era and the building of a community with a shared future for mankind.

Boris Gryzlov, Chairman of the United Russia’s Supreme Council read out the congratulatory letter from Russian President Vladimir Putin and expressed his warm congratulations to the 100th anniversary of the founding of the CPC, saying that the Russia-China comprehensive strategic partnership of coordination has been deepened and expanded thanks to the care and support of two heads of state. Since the establishment of relations between the two parties 20 years ago, both parties have achieved remarkable results in exchanges and cooperation, thus making important contributions to consolidating the friendly relations between both countries. In addition, the United Russia party is willing to work with the CPC to further implement the consensus reached by the two heads of state, adhere to the spirit of good-neighbourliness, enhance inter-party exchanges, strengthen strategic mutual trust, help enhance bilateral cooperation in fighting against Covid-19, economy, energy, science and technology, jointly oppose external interference, safeguard international fairness and justice, and push forward not only Russia-China relations but also the relations between both parties.

During the dialogue, the representatives of both sides also exchanged ideas and discussed on issues such as the building of the ruling party in the new period, the experience of national development achievements, the national strategic planning and the safeguarding of national security. Fu Xingguo, Deputy Head of the Organization Department of the CPC Central Committee, Jiang Jianguo, Deputy Head of the Publicity Department of the CPC Central Committee, Bai Shaokang, Deputy Secretary of the Central Political and Legal Affairs Commission of the CPC and the representatives of the Russian side delivered speeches in the course of relevant discussion. Besides, Zhang Qingwei, Secretary of CPC Heilongjiang Provincial Committee and Aleksey Teksler, Governor of Russia’s Chelyabinsk Oblast exchanged views on strengthening local cooperation.

Qian Hongshan, Vice-minister of the International Department of the CPC Central Committee and Andrey Klimov, Deputy Secretary of the General Council of the United Russia party presided the meeting. Chinese Ambassador to Russia Zhang Hanhui and Russian Ambassador to China Andrey Ivanovich Denisov attended the meeting and delivered speeches. The meeting adopted The Consensus of the Ninth Meeting of the Dialogue Mechanism between the Ruling Parties of China and Russia.
