Special Dialogue between Ruling Parties of China and Russia Held

Beijing, December 17th—The International Department of the CPC Central Committee (IDCPC) held here today a special dialogue between the ruling parties of China and Russia with the United Russia party on “resolutely following development paths suited to national conditions” via videolink. Song Tao, Minister of the IDCPC, and Boris Gryzlov, Chairman of the United Russia's Supreme Council attended and addressed the function.

Song said, General Secretary Xi Jinping held talks with Russian President Vladimir Putin via videolink on December 15th,during which he comprehensively summarized the new fruits of the development of China-Russia relations, made new plans for cooperation in various areas, and charted the course for China-Russia comprehensive strategic partnership of coordination for a new era. Since the CPC established relations with the United Russia party 20 years ago, both sides have maintained close strategic communication, carried out fruitful communication and cooperation, and constantly consolidated the political foundation of China-Russia relations. The CPC is willing to, together with the United Russia party, comprehensively implement the important consensus of the two heads of state, give play to the multi-tiered communication mechanism between the two parties, boost practical cooperation between our two countries in various areas, and make greater contributions to promoting the high-quality development of China-Russia relations in the new era.

Song noted, the choice of the development path of a country depends on the country’s history, culture, society, and the level of economic development. It is an independent choice made by the people according to the national conditions. The CPC has united and led the Chinese people in blazing a path that suited to China’s national conditions. It is a correct path that focuses on the concerns of the people and ensures that the people are the master of the country. Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has adhered to a people-centered development philosophy, and led the CPC and the country to achieve historical achievements and transformation, broadening our path of socialism with Chinese characteristics. Song also introduced General Secretary Xi Jinping’s important explanation on whole-process people's democracy. He said, democracy is the rights of peoples of all countries, not the privilege of a few countries. The Chinese side opposes some countries which divided the world into different camps or rival groups and undermined international security and stability in the name of democracy. The CPC is willing to work with all political parties in the world, including the United Russia party, to carry forward the common values of mankind such as peace, development, fairness, justice, democracy and freedom, practice true multilateralism, and promote the building of a community with a shared future for mankind.

Gryzlov thanked General Secretary Xi Jinping’s congratulatory letter on the 20th anniversary of the United Russia party not long ago again, and spoke highly of China’s remarkable achievements made under the leadership of the CPC Central Committee with Comrade Xi Jinping as the core since the 18th CPC National Congress. He said, the United Russia party will work with the CPC to implement the important consensus reached by the two heads of state in their recent meeting, and continue to play an important role in advancing cooperation between the two countries in all areas and boosting friendship between the two peoples. Gryzlov said, all countries in the world have the rights to independently explore their development paths. No country is allowed to impose its own development mode on other countries. The so-called "Summit for Democracy" held by some countries is in essence a political farce for its geopolitical goals. The two parties of Russia and China will resolutely support each other in pursuing a development path suited to respective national conditions, jointly oppose attempts to drive a wedge between Russia and China, and facilitate the building of a multi-polar world that is fairer and more reasonable.

Bai Shaokang, Deputy Secretary General of the Commission for Political and Legal Affairs of the CPC Central Committee and Tian Peiyan, Deputy Head of the CPC Central Committee Policy Research Office introduced respectively how the CPC maintained political security and promoted whole-process people’s democracy.  Andrey Klimov, Member of the Presidium of United Russia's Supreme Council and Vladimir Pligin, Member of the United Russia's Supreme Council introduced Russia’s practice in relevant areas.

The consensus of the special dialogue between the ruling parties of China and Russia was adopted at the dialogue. Qian Hongshan, Vice-minister of the IDCPC, presided over the meeting.
