Liu said, our world faces a swirling combination of change and instability. President Xi Jinping paid a state visit to Russia not long ago and reached important consensus with President Vladimir Putin. China will unswervingly promote world multipolarization and democratization of international relations. The meeting builds an exchange platform for international political parties, and focuses on major practical issues such as international order and global governance, therefore carrying positive significance.

Liu said, in the 21st century, the legacy of colonialism has not disappeared with the progress of the times, but constantly emerged in disguise. Politically, some countries have interfered in the internal affairs of other countries and engaged in subversion and infiltration. Regarding systems, some countries have imposed their own systems on other countries, and exacerbated the risk of world division and confrontation. Ideologically, they have promoted the so-called "universal values" and concocted the narrative of “democracy versus authoritarianism” under the excuse of democracy, freedom, and human rights. In terms of rules, they have built a "small circle" to force other countries to take sides.

Liu said that in the past ten years, General Secretary Xi Jinping has successively proposed the concept of building a community with a shared future for mankind, the joint construction of the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, promoting the establishment of a more just and reasonable international order. The Chinese side firmly follows the path of independent development and continues to provide new opportunities for the world with its own new development. The Chinese side is willing to uphold the principles of mutual respect and win-win cooperation with political parties of all countries to implement the series of initiatives, resolutely safeguard the legitimate rights and interests of developing countries, resolutely champion international fairness and justice, and promote world peace and development.

Representatives of political parties from various countries said in their speeches that having suffered from colonialism, many countries in the world firmly oppose neocolonial thinking and practices. As an important force in the political life of their countries, political parties should strengthen solidarity and cooperation, jointly resist neocolonialism, oppose hegemonism, unilateral sanctions, the Cold War mentality, and false propaganda, defend the international order underpinned by the Charter of the United Nations, and maintain international fairness and justice. Representatives from many countries welcomed initiatives of the Chinese side, saying that all countries should adhere to mutual benefit and win-win results, seek peaceful development together, and work together to build a better future.
