Liu said, 2023 is the first year to implement the spirit of the 20th CPC National Congress. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era and Xi Jinping Thought on Diplomacy, the CPC's external work should study and implement the spirit of the 20th CPC National Congress in an in-depth manner, give full consideration to both domestic and international imperatives, balance development and security imperatives, and coordinate political party diplomacy, people-to-people diplomacy, and public diplomacy, pool the wisdom and strength of various localities and departments, constantly consolidate the synergized framework in which the CPC exercises overall leadership and coordinates all aspects of external work, better safeguard China's core and major interests, provide solid support for building a socialist modern society in an all-round way, and actively contribute wisdom and strength to realizing national rejuvenation and promoting human progress.

Liu emphasized, in the face of new situations and tasks, the CPC's external work should, in combination with the in-depth themed education campaign on learning and implementing Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, further strengthen central and local coordination in accordance with the requirements put forward by the CPC Central Committee to carry out in-depth investigation and research, fully support and cooperate with various localities and departments to well implement the CPC Central Committee's decisions and plans, continuously promote practical cooperation in the "political party +" framework, serve the building of a new pattern of development, and promote high-quality development.

The forum was organized by the IDCPC and chaired by Qian Hongshan, Vice-minister of the IDCPC. Heads of the IDCPC and principal comrades of the discipline inspection and supervision group of the Central Commission for Discipline Inspection and the National Supervisory Commission at the Office of the Central Commission for Foreign Affairs, relevant units and departments of the central and state organs, and the offices of foreign affairs work committees of the provincial (regional, municipal) party committees, and heads of some executive leadership academies and local party schools attended the forum.
