Liu said, since President Xi Jinping had two group meetings with leaders of the PICs with diplomatic ties with China, and since the establishment of comprehensive strategic partnerships between China and the PICs, both sides have witnessed rapid development in bilateral relations and made important contributions to the stability and prosperity of the Pacific region. China and the PICs are a model of mutual respect, mutual benefit and win-win results, mutual help and mutual learning, serving as a model of equal coexistence between big and small countries and a vivid example of building a new type of international relations. No matter how the international situation may change, China will always be the PICs' good friend of the same ideal, good brother sharing weal and woe, and good partner going forward side by side.

Liu noted, at present, the modernization process of human society has once again come to a crossroads of history. The 20th CPC National Congress drew a grand blueprint for China's future development. China will promote the great rejuvenation of the Chinese nation through a Chinese path to modernization, always adhere to the foreign policy purpose of maintaining world peace and promoting common development, and stay committed to building a community with a shared future for mankind, in an attempt to make greater contributions to the progress of human civilization. China and the PICs belong to the same Pacific Ocean. It is our common responsibility to make the Pacific Ocean more peaceful and prosperous, and it is our common mission to advance the modernization process of China and the PICs. We must adhere to independence, and strive to explore modernization paths that suit our own national conditions; we must work together to seek development and enhance the momentum of modernization; we must achieve green transformation, to enable future generations to enjoy the fruits of modernization; we must adhere to inclusiveness and opening-up, and forge synergy to push the trend of modernization. The CPC is willing to, together with the political parties and political heavyweights of the PICs, exchange ideas and learn from each other, deepen cooperation, advance side by side on the road to modernization, and jointly create a bright future for China-PICs community with a shared future.

Political parties and political heavyweights of the PICs present warmly congratulated the CPC and the Chinese people on the brilliant achievements in promoting the great rejuvenation of the Chinese nation through a Chinese path to modernization under the leadership of General Secretary Xi Jinping. They highly appreciated the CPC's adherence to the people-centered development philosophy, its precious quality of working hard, and its spirit of advancing with the times. They believed that China's successful experience provides an important reference for the vast number of developing countries, including the PICs, to achieve modernization, and expressed willingness to strengthen exchanges and cooperation with the CPC. They thanked the Chinese side for the valuable support and assistance in infrastructure, green development, disaster prevention and relief, and public health. They expressed that they will continue to firmly adhere to the one-China policy and are ready to promote the docking of the development strategies of the PICs and the joint construction of the Belt and Road Initiative, work with the Chinese side to implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, jointly respond to global challenges such as climate change, maintain regional peace and prosperity, and build a community with a shared future for mankind.
