First meeting of China-Central Asia Political Parties Dialogue Held

Beijing, June 12th—the first meeting of the China-Central Asia political parties dialogue, themed “promoting a closer China-Central Asia community of shared future: the responsibility of political parties”, was held here today. The event was attended by 26 leaders of major political parties from the five Central Asian countries, including Rau Albert, Deputy Chairman of Mazhilis of Parliament of the Republic of Kazakhstan, and Isaeva Dzhamilia, Vice-Speaker of the Jogorku Kenesh of the Kyrgyz Republic. Liu Jianchao, Minister of the International Department of the CPC Central Committee, attended the meeting and delivered a keynote speech.

Liu stated, in the recently held China-Central Asia Summit, President Xi Jinping and the heads of state from the five Central Asian countries had reached important consensus, providing a fundamental guidance and an action plan for the development of China-Central Asia relations. In the face of profound and complex changes in the international landscape, China and the Central Asian countries will strengthen unity and cooperation, so as to effectively safeguard regional and global peace and development. The CPC and political parties in Central Asian countries have maintained close exchanges, providing an important platform for deepening political mutual trust, synergizing development strategies, and promoting development and revitalization in the region. The China-Central Asia political parties dialogue aims to implement the important consensus reached at the summit, shoulder the responsibility of political parties and carry out the mission of the era in building a community with a shared future for mankind.

Liu said that the CPC is leading and uniting the people of all ethnic groups in China to advance rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization, creating new opportunities for the world with new advances in China’s development. The CPC is willing to work together with political parties in Central Asia to shoulder the responsibilities of supporting each other, seeking common development, promoting peace and stability, and engaging in exchanges and mutual learning among civilizations. The CPC is willing to work together with political parties in Central Asia to strengthen exchanges at all levels and institutionalized exchanges, firmly support each other’s core interests and independent choices of development paths, promote cooperation in various fields such as economy, trade, energy, innovation, and people-to-people and cultural exchanges, and continue to set the pace for Belt and Road cooperation. It is hoped that all parties will join hands in implementing the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, safeguard national security and international fairness and justice, and promote the construction of a closer China-Central Asia community with a shared future, injecting strong positive energy into global peace, development, and prosperity.

Representatives of political parties from the five countries stated that China is a reliable partner for Central Asian countries, and the recently held China-Central Asia Summit is a milestone in the history of the relations between Central Asian countries and China and holds great significance to the world. The political parties in Central Asian countries attach great importance to maintaining friendly exchanges with the CPC, and the political parties dialogue initiated by the Chinese side will further promote friendship, and mutual trust, and create new prospects for mutually beneficial cooperation in the region, enabling joint responses to common challenges. They highly appreciated China’s remarkable achievements in economic and social development, as well as modernization under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core. They hoped to, together with the CPC, implement the important consensus reached by the heads of state of the six countries, support the Belt and Road cooperation and practical cooperation in various fields, and promote new development in the relations between Central Asian countries and China.

Rau Albert, Deputy Chairman of Mazhilis of Parliament of the Republic of Kazakhstan, said that under the strategic guidance of the leaders of both countries, political mutual trust and pragmatic cooperation between Kazakhstan and China have reached new heights. There are no pending issues or obstacles hindering friendly cooperation between the two countries, and the permanent comprehensive strategic partnership between Kazakhstan and China will not be affected by temporary events. The Kazakh side supports President Xi Jinping’s three major global initiatives. It is believed that the China-Central Asia political parties dialogue will inject strong momentum into strengthening the relationship between countries in the region and China.

Isaeva Dzhamilia, Vice-Speaker of the Jogorku Kenesh of the Kyrgyz Republic, stated that Central Asian countries have profound historical, cultural, and economic ties with China. The China-Central Asia political parties dialogue provides a unique platform for political parties in Central Asia and the CPC to jointly explore the future of cooperation between Central Asian countries and China. President Xi Jinping’s concept of building a community with a shared future for mankind and a series of major international initiatives have received warm responses from the international community. The Kyrgyz side is willing to deepen inter-party exchanges and parliamentary exchanges with the Chinese side to promote greater development in Kyrgyztan-China relations.

Leaders of political parties in Kazakhstan stated that in 2013, President Xi Jinping first proposed the Belt and Road Initiative during his visit to Kazakhstan. Over the years, the implementation of this initiative has not only greatly strengthened the economic and trade cooperation between the two countries but also contributed to the economic development of the Central Asian region. The hardworking Chinese people are striving for the cause of socialism with Chinese characteristics, which inspires the people of Kazakhstan to work hard for the development of their own country. Currently, the world is facing new challenges, and Kazakh political parties are willing to deepen their good-neighborly and friendly relations and mutually beneficial cooperation with the CPC, and join hands to create a new “Golden Thirty Years” for Kazakhstan-China relations.

Leaders of political parties in Kyrgyzstan expressed that China is one of Kyrgyzstan’s most important strategic partners, and friendly and mutually beneficial cooperation between the two countries is developing comprehensively within the framework of the Belt and Road Initiative. Chinese modernization holds significant importance for global development, providing a demonstration and choice for other countries pursuing modernization. The Kyrgyz side is willing to consolidate traditional friendship with the Chinese side, deepen inter-party exchanges and cooperation, promote economic and trade exchanges, improve people’s livelihoods, closely cooperate on multilateral platforms such as the United Nations and the Shanghai Cooperation Organization, jointly ward off risks and challenges, and promote regional peace and development.

Leaders of political parties in Tajikistan expressed that currently, cooperation between Tajikistan and China in various fields is witnessing unprecedented growth, and they have full confidence in the prospects of Tajikistan-China cooperation. The Tajik side sincerely appreciates the Chinese side’s valuable support in promoting sustainable development and improvement of people’s livelihoods in Tajikistan. Tajik political parties will continue to support the development of Tajikistan-China relations, further deepen friendly exchanges with the CPC, strengthen cooperation in youth, transportation, energy, industry, and other fields, so as to better benefit both countries and peoples.

Turkmen political party leaders stated that the current Turkmenistan-China relationship is advancing. The close exchanges between the two countries and political parties indicate the willingness of both countries to further strengthen bilateral relations. Turkmen political parties have always attached great importance to developing friendly relations with the CPC, and both sides conducted online and offline exchanges and by other forms to learn from each other. Turkmen political parties are willing to enhance experience exchanges on state governance and administration with the CPC, actively align Turkmenistan’s development strategy to revive the Silk Road with the Belt and Road Initiative, promote cooperation in energy, economy, trade, people-to-people and cultural exchanges, and deepen the relations and people-to-people friendship between the two countries.

Leaders of political parties in Uzbekistan called China a close cooperation partner which has always helped Uzbekistan develop economy more confidently by sharing its own experiences. Political parties carry the expectations of the people and shoulder the responsibility of advancing national modernization. Uzbek political parties are willing to strengthen experience exchanges on state governance and administration with the CPC, deepen cooperation in green energy, digital finance, artificial intelligence, poverty alleviation, and climate change, and enhance people-to-people and cultural exchanges. Uzbek political parties are willing to work with the CPC to walk on the path of modernization, and jointly build a more prosperous and beautiful future.

Qian Hongshan, Vice-minister of the International Department of the CPC Central Committee, presided over the meeting. Officials from the Office of the Central Commission for Foreign Affairs, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Commerce, and the China International Development Cooperation Agency, as well as ambassadors from the five Central Asian countries to China, were present.
