10th Meeting of Dialogue Mechanism Between Ruling Parties of China and Russia Held

On November 20th, the 10th meeting of the dialogue mechanism between the ruling parties of China and Russia, co-hosted by the International Department of the CPC Central Committee (IDCPC) and the United Russia Party, was held via video link. Chinese President and General Secretary of the CPC Xi Jinping and Russian President Vladimir Putin sent congratulatory letters to the meeting. With the theme of "deepening China-Russia relations in the new era: creating a new pattern of institutionalized exchanges between ruling parties", the meeting focused on how the ruling parties of China and Russia can play a leading political role in implementing the important consensus reached by the two heads of state and promote the development of China-Russia relations in the new era.

Liu Jianchao, Minister of the IDCPC, first read out the congratulatory letter from General Secretary Xi Jinping. Liu said, the congratulatory messages sent by General Secretary Xi Jinping and President Vladimir Putin to the meeting have reflected the great importance attached by the CPC and United Russia Party to organizing institutionalized exchange activities and charted the course for the two Parties to deepen strategic exchanges and cooperation. As the changes unseen in a century evolve more rapidly, the strategic value of the high-level China-Russia relationship is becoming more prominent for the two countries and the world at large. This year, General Secretary Xi Jinping and President Vladimir Putin have successfully met twice, reaching a series of important consensus. The Chinese side is willing to work with the Russian side to continue advancing the alignment of the development strategies between the two countries, jointly implement the three major global initiatives, promote multi-polarity and democratization of international relations, uphold international fairness and justice, and inject more stability and positive energy into the world.

Liu said, the dialogue mechanism between the ruling parties of China and Russia, prioritizing the implementation of the important consensus reached by the two heads of state, has become a crucial channel and unique platform for exchanges and cooperation between the two Parties. Relying on this dialogue mechanism, the two Parties engage in mutual learning and mutual understanding, contribute to enhancing respective governance capabilities, jointly address global challenges, and demonstrate the responsibility of a major power and a major party. Looking ahead, it is hoped that the two Parties will take the 10th meeting as an opportunity to strengthen strategic communication and political mutual trust, firmly support each other in safeguarding core interests, and explore the potential for cooperation in areas such as "political party + economy and trade" and "political party + locality" to serve the development and revitalization goals of the two countries. Efforts should be made to promote public diplomacy and people-to-people exchanges, strengthen the social foundation of friendship between the two countries, and leverage multilateral platforms for international parties within frameworks like the Shanghai Cooperation Organization (SCO) and BRICS. It is hoped that both Parties will collectively guide and unite friendly political parties from various countries, promote common values of humanity, and contribute to building a community with a shared future for mankind.

Boris Gryzlov, Chairman of the United Russia’s Supreme Council read out the congratulatory letter from Russian President Vladimir Putin, and said that since the establishment of the dialogue mechanism between the ruling parties of China and Russia, the significant outcomes of the dialogues have vigorously propelled the high-quality development of Russia-China cooperation, benefiting both countries and peoples. In the current context of global changes in the international relations, Russia and China have always treated each other with respect and equality, becoming an exemplary model of relations between major countries. In the new circumstances, the Russian side is willing to work with the Chinese side to strengthen strategic mutual trust, continuously deepen institutionalized exchanges between the two Parties, support each other in safeguarding core interests, advocate true multilateralism, maintain close coordination within multilateral frameworks such as the SCO and BRICS, unite Global South strength, promote the establishment of a more fair and reasonable international order, jointly oppose new colonialism and hegemony, and uphold international fairness and justice.

During the meeting, Jing Junhai, Secretary of the CPC Jilin Provincial Committee, Xu Qifang, Deputy Head of the Organization Department of the CPC Central Committee and Head of the National Civil Service Administration, Wang Yixing, Deputy Secretary-General of the Commission for Political and Legal Affairs of the CPC Central Committee, Tian Peiyan, Deputy Director of the Policy Research Office of the CPC Central Committee, and Zhang Hanhui, Chinese Ambassador to Russia, as well as representatives from the Russian side, including Kravchenko, Secretary-General of the Standing Committee of the United Russia Party's Supreme Committee, and Farid Mukhametshin, Secretary of the Tatarstan regional branch of the United Russia Party, Chairman of the State Council of the Republic of Tatarstan, engaged in discussions on topics such as the party building of ruling parties in the new era, opposition to external interference and safeguarding national security, the economic and social development strategies of both countries, and the deepening of practical cooperation at the local level.

The Chinese side expressed that in the current situation, the CPC is uniting and leading the people of all ethnic groups in China to build a stronger nation and advance rejuvenation of the Chinese nation through a Chinese path to modernization. The Chinese side has strengthened party building, adhered to deepening reform and opening up, and resolutely safeguarded national security and social stability. In the complex and ever-changing international situation, the risks and challenges faced by China and Russia are becoming more complex. The Chinese side is willing to strengthen the integration and cooperation between the Belt and Road Initiative and the Eurasian Economic Union, deepen the experience exchanges in state governance and administration, expand local exchanges and cooperation, enhance multilateral cooperation, and promote the development of the China-Russia comprehensive strategic partnership of coordination for a new era. The Chinese side looks forward to walking the path of modernization hand in hand with all countries, including Russia, to maintain world peace and stability.

The Russian side appreciated the Chinese side's positive role in addressing international and regional hotspot issues, stating that the United Russia Party is a leader in Russia's social development and is committed to defending Russia's traditional values during the party's building process. The Russian side is willing to deepen inter-party exchanges with the Chinese side, expand local cooperation, join hands to address common challenges and threats in various fields such as economy, society, culture, and security, promote the development of Russia-China relations, and contribute to the building of a community with a shared future for mankind.

After the meeting, Liu and Gryzlov signed online a memorandum of understanding on expanding and deepening cooperation between the CPC and the United Russia Party from 2024 to 2026.

Sun Haiyan, Vice-minister of the IDCPC, and Andrey Klimov, Member of the Presidium of the  Supreme Committee of United Russia Party and Deputy Head of the United Russia Party's committee on foreign activities, presided over the meeting.
