On April 9th, the 7th theory seminar between the CPC and the Workers' Party of Brazil (PT) was held in Beijing. Xi Jinping, General Secretary of the CPC Central Committee and Chinese President, and Luiz Inacio Lula da Silva, Honorary President of the Workers Party of Brazil and Brazilian President, sent congratulatory letters separately to the theory seminar. Themed on "strengthening the building of the ruling party and exploring the road to modernization", the seminar involved in-depth exchanges on strengthening experience exchanges in party building and state governance, and promoting the development of China-Brazil relations.    

Liu Jianchao, Minister of the International Department of the CPC Central Committee (IDCPC), first read out the congratulatory letter from General Secretary Xi Jinping. Liu said, the congratulatory letters from General Secretary Xi Jinping and President Luiz Inacio Lula da Silva demonstrated the ardent expectations of the top leaders of the two Parties and the two countries for our two Parties to strengthen experience exchanges in state governance and administration, deepen understanding of the laws underlying governance, and explore the theory and practice of modernization, providing fundamentals for us to ensure the success of the seminar. The world today is facing profound changes unseen in a century. Cooperation between China and Brazil, the largest developing countries and representatives of emerging market economies in the Eastern and Western Hemispheres, is not only crucial to boosting the development of respective countries, but also has strategic significance and global influence that transcends bilateral scope. Both China and Brazil have independent political backgrounds, shoulder the historical mission of development and revitalization, and adhere to the proposition of fairness and justice. Currently, the CPC is uniting and leading the Chinese people of all ethnic groups to advance the noble cause of building a great country and national rejuvenation on all fronts through a Chinese path to modernization. And the PT is vigorously promoting Brazil's re-industrialization plan and New Growth Acceleration Program. The development strategies of both sides are highly consistent. We look forward to seeing the two countries join hands on the road to modernization, safeguard the common interests of both countries and the vast number of developing countries, inject positive energy into world peace and development, and jointly promote the building of a community with a shared future for mankind.    

Liu said, this year marks the 50th anniversary of the establishment of diplomatic relations between China and Brazil, and the 40th anniversary of the establishment of relations between the CPC and the PT. Standing at a new starting point in history, the CPC is willing to deepen exchanges and mutual learning with the PT, work together to address common challenges, and push China-Brazil comprehensive strategic partnership to a new level. The two Parties should be the defenders of China-Brazil political mutual trust, promoters of each other's modernization drive, pioneers in consolidating the public opinion of friendship between the two countries, and partners in making the international order more just and reasonable. Both sides should implement the exchange and cooperation agreements between the two Parties, firmly support each other in safeguarding core interests, fully tap the potential of "political party + locality" and "political party + economic and trade" cooperation, enhance exchanges and cooperation among youth, women, trade unions, think tanks, and media, and make good use of multilateral platforms such as the BRICS political parties dialogue and São Paulo Forum, and send out strong voices of making the international order more just and reasonable.    

Gleisi Hoffmann, President of the PT, read the congratulatory letter from President Luiz Inacio Lula da Silva. She said, since the establishment of diplomatic relations between Brazil and China, great changes have taken place in both countries and the world. It is of great significance for the PT and the CPC to conduct exchanges and discussions on bilateral and major international issues. The world today is experiencing a multi-dimensional systemic crisis that affects every country and region in the world in different ways. Under the new circumstances, the PT is willing to, together with the CPC, strengthen exchanges, deepen exchanges of concept and experience of party building and state governance, strengthen unity and coordination, work together to respond to global challenges, and safeguard international fairness and justice.    

The two sides exchanged on topics such as "enhancing governance capabilities through full and strict governance over the Party" and "exploring a modernization path suitable to the country's national conditions". A release ceremony for the photo album celebrating the 40th anniversary of exchanges between the CPC and the PT was held. 

Chen Zhou, Vice-minister of the IDCPC, presided over the seminar. Over 70 representatives from both countries were present, including Yan Pengcheng, Deputy Director of the Office of the Central Commission for Financial and Economic Affairs, Gong Weibin, Vice President of the Party School of the CPC Central Committee (National Academy of Governance), Romenio Pereira, Secretary for International Relations of the PT, Monica Valente, Executive Secretary of São Paulo Forum, and Marcos Galvao, Brazilian Ambassador to China.  

Prior to the seminar, Liu met with Hoffmann, exchanging views on jointly implementing the important consensus reached by the two heads of state and strengthening inter-party exchanges and cooperation.
