IDCPC holds briefing on 3rd Plenary Session of 18th CPC Central Committee
for foreign diplomats in China

BEIJING, Nov, 19 -- To respond to international interest in 3rd Plenary Session of 18th Central Committee of the Communist Party of China, on the afternoon of 19th, the International Department of the CPC Central Committee held a thematic briefing in Beijing especially for foreign diplomats to China on the main ideas of this Plenum.

The briefing was chaired by Yu Hongjun, vice-minister of the International Department. Yuan Shuhong, deputy director of the Legislative Affairs Office of the State Council and Liu Shijin, deputy director of the Development Research Centre of the State Council were invited to make introduction on 3 rd Plenary Session. The briefing was attended by some 200 senior diplomats from nearly 130 countries including 40 ambassadors.

Yuan Shuhong briefed the audience on the key points regarding the Decision of the CPC Central Committee on Major Issues Concerning Comprehensively Deepening Reforms with particular explanation on areas of international attention like the general purpose and ideas of the reforms, and ten issues related to political, social and ecological development. The Decisions reflects the guiding principles of the 18th CPC National Congress and the wisdom and courage of the CPC’s new central leadership team to comprehensively deepen reforms. It serves as the timetable and roadmap for deepening reforms in China by 2020, said Yuan.

Liu Shijin highlighted the economic reforms and ecological development. What makes this round of reforms different is that they are a comprehensive set of reforms in the economic, political, cultural, social and ecological fields with focus on the economic areas. The economic reforms, as he emphasized, remains the key area and will serve as a driving force for reforms in other fields. Liu also provided analysis of major theoretical breakthroughs and details of reform policies listed in the Decisions.

The speakers also took questions from the diplomats who spoke highly of the briefing held by the International Department shortly after the conclusion of the 3rd Plenum. The authoritative introduction and interactions provided them with more comprehensive and deeper understanding of the main ideas of the meeting and a clearer and more accurate view of China’s future development strategy, road and direction. The diplomats will submit relevant reports to authorities and decision makers of their own countries immediately afterwards.

This briefing was one of the series of activities held by the International Department on major issues regarding party-building of the CPC and China’s development. A number of briefings of this kind have been held since 2009 by the International Department to offer introduction on the latest policy and theoretical development of the Communist Party of China to foreign diplomats stationed in China.
