The Seventh Meeting of the Dialogue Mechanism between the Ruling Parties of China and Russia Held in Beijing

Beijing, November 25th—the seventh meeting of the dialogue mechanism between the ruling parties of China and Russia, organized by the International Department of the CPC Central Committee (IDCPC), was held. Principal officials of the United Russia Party as well as from the Central Commission for Discipline Inspection, the CPC Central Committee Organization Department, the Commission for Political and Legal Affairs of the CPC Central Committee, the Party School of the CPC Central Committee and other units were present. All participants held a dialogue on the theme of China-Russia relations in the new era: the ruling parties’ experience exchange and strategic cooperation.

Song Tao, Minister of the IDCPC, attended the dialogue and delivered a keynote speech. Song congratulated the United Russia Party on holding its 19th Congress, saying that this year marks the 70th anniversary of the establishment of diplomatic ties between China and Russia and the 10th anniversary of the launch of the dialogue mechanism between the ruling parties of China and Russia. Since the establishment of diplomatic ties 70 years ago, China-Russia relations have gone through ups and downs and become a model of good-neighborliness, friendship and mutual benefit between major countries. In June this year, the two heads of state announced the development of China-Russia comprehensive strategic partnership of coordination for a new era, charting the course for the development of bilateral relations. Ruling parties’ exchanges and cooperation between China and Russia is an important part of the political basis for relations between the two countries. It is hoped that with joint efforts of both sides, both sides could build the exchange mechanism between the ruling parties into a special channel and characteristic platform for implementing the important consensus of the two heads of state, serving the strategic communication between the two Parties and the two countries, enhancing political mutual trust and people-to-people bond, and raising the level of strategic coordination between the two countries. Song also briefed on the fourth plenary session of the 19th CPC central committee.

Boris Gryzlov, Chairman of the United Russia Party's Supreme Council, read a congratulatory letter from Russian President Vladimir Putin the dialogue, and congratulated the CPC on successfully holding the fourth plenary session of the 19th CPC Central Committee. He said that this year is a very special one for Russia-China relations. Cooperation in various fields between the two countries has achieved significant progress, and bilateral relations have reached an unprecedented level. The United Russia Party is ready to strengthen coordination with the CPC, consolidate and deepen exchanges and cooperation between the two Parties, and make important contributions to advancing the Russia-China comprehensive strategic partnership of coordination for a new era and building a multi-polar world of sustainable development.

During the dialogue, the two Parties also held a special session on sustainable development of the China-Russia Political Parties Forum. Qian Hongshan, Vice-minister of the IDCPC, co-chaired the meeting of dialogue mechanism with Andrey Klimov, Deputy Secretary of the General Council of the United Russia Party and Chairman of the International Affairs Committee of the Presidium of the General Council. After the meeting, Song and Gryzlov jointly met with journalists from the two countries.

Launched in 2009, the dialogue mechanism between the ruling parties of China and Russia is a high-level mechanism for the two ruling parties to conduct dialogue on macro, strategic and forward-looking issues.
