On the morning of June 10th, 2019, the International Department of the CPC Central Committee (IDCPC) held an educational campaign themed remaining true to the Party’s original aspirations and keeping its mission firmly in mind to implement the important speech of General Secretary Xi Jinping and the decision and deployment of the CPC Central Committee, and to mobilize and deploy all educational campaigns. Song Tao, Minister of the IDCPC and Head of the Educational Campaign Leading Group of the IDCPC, attended the meeting and made a speech. Wang Wanbin, Head of the 13th Central Guidance Group, attended the meeting and delivered a speech. The leaders of the IDCPC in Beijing, some former leaders of the IDCPC as well as Huang Xianqi, Deputy Head of the 13th Central Guidance Group, attended the meeting. Wang Yajun, Vice-minister of the IDCPC, Secretary of the Party Committee for Organs of the IDCPC and Director of the Office of the Educational Campaign Leading Group of the IDCPC Department, presided over the meeting.

Song emphasized that carrying out the educational campaign is a major deployment made by the CPC Central Committee to unite the great struggle, the great project, the great cause, and the great dream. It is of great importance in promoting the overall layout of “China’s five pronged strategy”, and promoting the “four comprehensives” strategy blueprint. It is also of great and far-reaching significance for laying out and winning the Chinese dream of building a well-off society in an all-round way, winning the great victory of socialism with Chinese characteristics in the new era, and realizing the great rejuvenation of the Chinese nation. As the direct institution of the CPC Central Committee, the IDCPC needs to further study and understand the spirit of General Secretary Xi Jinping’s important speech. Starting from the overall development of the Party and the country’s cause, we also need to profoundly grasp the important significance of carrying out the four urgent needs” of this educational campaign, earnestly strengthen the “four consciousness”, stay steady to the “four matters of confidence”, and achieve “two upholds”.

Song noted that it is necessary to strictly follow the deployment of the CPC Central Committee, closely integrate the reality of the IDCPC, accurately grasp the key points of the educational campaign, and creatively carry out work to ensure solid results in the campaign. The IDCPC shall regard the implementation of General Secretary Xi Jinping’s spirit in a series of important instructions and the decision and deployment of the CPC Central Committee as the primary political task in the practice of the “two upholds”. As the main line of the educational campaign, the spirit of the important instructions of General Secretary Xi Jinping and the decision of the CPC Central Committee shall be fully implemented in all aspects and links of the Party’s external work. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on Diplomatic, the IDCPC shall unify thoughts and actions to the CPC Central Committee’s judgment on the current domestic and international situation, and further establish a correct perspective of history, the overall situation, and the role, thus contributing to the Party’s external work in maintaining China’s good external environment; and the IDCPC should think deeply about the nature and positioning of the Party’s external work in the new era so as to bring into full play to the advantages of the Party, better serve the country’s overall diplomacy, better serve the realization of the goals and tasks set at the 19th CPC National Congress, and shoulder the burden in the Party’s external work. The IDCPC shall carry out the educational campaign in a good manner, pay attention to the actual effect, solve the substantial problems, and prejudge, effectively prevent and resolutely overcome the various formalisms that may arise afterwards.

Song pointed out that the Party organizations at all levels and all Party members and cadres of the IDCPC shall carry out the work in accordance with General Secretary Xi Jinping’s requirements on creatively carrying out work in combination with the reality, implement the education, investigation and research, inspection and rectification throughout the whole process of the campaign, and earnestly implement all the work arrangements in the campaign executive plan. Under the leadership of the Educational Campaign Leading Group of the IDCPC and under the guidance and assistance of the 13th Central Guidance Group, a high-quality educational campaign shall be ensured and guaranteed.

Song stressed that in the process of carrying out the campaign; we must, on the one hand, do a good job in the educational and practical activities, and on the other, do a good job in the work of all departments at all levels, so as to make them promote each other at the same time. We should also further deepen the work ideology of establishing the IDCPC based on the Party and strengthening the IDCPC with talents, realize mutual promotion in carrying out the educational campaign and doing a good job in the Party’s external work, and strive to use the Party’s new achievements in external work as the tribute to the 70th anniversary of the founding of the People’s Republic of China and to our Party for the 70th year of the nation’s governance, thus making greater contributions to the great rejuvenation of the Chinese nation.

Wang Wanbin pointed out in his speech that the educational campaigns with the theme remaining true to the Party’s original aspirations and keeping its mission firmly in mind held in the whole Party is a major deployment made by the CPC Central Committee with Comrade Xi Jinping at the core to unite the great struggle, the great project, the great cause, and the great dream. The 13th Central Guidance Group will conscientiously study and implement the spirit of General Secretary Xi Jinping’s important speech and important instructions. In accordance with the requirements of the CPC Central Committee’s deployment, the Group will carry out work by relying on the IDCPC’s leadership and strive to incorporate the guidance work into services. The Group should have an in-depth understanding of the situation and put forward work recommendations. It is not allowed to go offside in place or arrange everything instead of offering guidance. The 13th Central Guidance Group will highlight key tasks in accordance with the requirements of the CPC Central Committee, supervise and guide the Party organizations at all levels of the IDCPC, focus on the fundamental tasks and implement them, grasp the general requirements of “twelve Chinese characters”, well implement the “five-sentence goals”, adhere to and implement the four through-outs”, and strive to prevent formalism so as to ensure that the educational campaign can achieve tangible outcomes.

More than 570 people attended the meeting, including members of the 13th Central Guidance Group, Party members and cadres of the Organs of the IDCPC and institutions administered with reference to the Civil Servant Law, Party members of the public institutions above the sixth-level and retired Party member representatives.
