IDCPC Holds a Briefing on the Spirit of the Fourth Plenary Session of the 20th CPC Central Committee for Foreign Diplomatic Envoys in China

On November 10th, the International Department of the CPC Central Committee (IDCPC) held a briefing on the spirit of the fourth plenary session of the 20th CPC Central Committee for foreign diplomatic envoys in China. More than 160 senior diplomats in China from over 160 countries, including over 90 ambassadors and chargés d'affaires, attended the event. Liu Haixing, Minister of the IDCPC, Tian Peiyan, Member of the Central Publicity Group and Deputy Director of the Policy Research Office of the CPC Central Committee, and Jiang Xiaojuan, former Deputy Secretary-General of the State Council and Professor at the University of Chinese Academy of Social Sciences, introduced the main contents of the fourth plenary session. 


Liu noted, the most important outcome of the fourth plenary session of the 20th CPC Central Committee was the adoption of the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development, which provided top-level design and strategic planning for China's development over the next five years. The 15th Five-Year Plan period (2026-2030) holds a crucial position in China's process of basically achieving socialist modernization, serving as a bridge between the past and the future. The CPC will seize this time window, with a sense of urgency and historical mission, to achieve major breakthroughs in strategic tasks related to Chinese modernization. Under the leadership of the CPC Central Committee with Comrade Xi Jinping at the core and through the united efforts of all the Chinese people, the goals and tasks set out in the 15th Five-Year Plan will surely be achieved on schedule. The CPC is willing to strengthen exchanges and mutual learning of experience in modernization with political parties of other countries, jointly enrich the paths towards modernization, and work together to build a better world. 


Tian introduced the new viewpoints, new judgments and new measures proposed in the Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development. Tian said, consolidating the foundation and making all-out efforts are the key words for understanding the historical positioning of the 15th Five-Year Plan period (2026-2030). The recommendations for the 15th Five-Year Plan have made strategic deployments around promoting better interplay between an efficient market and a well-functioning government, building a modern industrial system, establishing a unified national market, promoting integrated development of education, science and technology and talent, taking the initiative to open China wider, and enhancing national soft power, which will promote significant achievements in high-quality development and ensure decisive progress in basically achieving socialist modernization. 


Jiang introduced the relevant arrangements in the recommendations for the 15th Five-Year Plan for China to expand high-level opening up and create a new situation of win-win cooperation and their impact on the world. She said, China will take the initiative to open China wider, promote innovative development of trade, expand space for two-way investment, and advance high-quality Belt and Road cooperation, bringing more new opportunities for the development of all countries in the world. 


The foreign diplomatic envoys in China congratulated the successful convening of the fourth plenary session of the 20th CPC Central Committee. They said, the recommendations for the 15th Five-Year Plan have sent out a positive signal that China will unswervingly expand high-level opening up and share opportunities with the world. They expressed confidence and expectations for China's future development prospects and hoped to deepen exchanges and cooperation with China to jointly promote world peace and development. 



Members of the publicity group also talked with the envoys on topics such as China's neighborhood diplomacy policies, China-Africa cooperation, China-Latin America relations, and the CPC's self-reform.
