我们,中国共产党和9个非洲政党的代表们(名单见附件),于2015年2月3-5日聚首亚的斯亚贝巴,举办主题为“当代世界政党和国家在发展中的作用:中国和非洲的例子”的理论研讨会。
研讨会由中国共产党和埃革阵共同发起并主办。埃革阵副主席、政府副总理德梅克·梅孔嫩,坦桑尼亚革命党副主席菲利普· 曼古拉和中国共产党代表艾平出席会议开幕式并发表主旨讲话。
围绕政党、国家的作用及中非合作,与会代表进行了深入讨论,达成广泛共识。
我们认为,非洲理念相近政党有必要加强团结合作,交流发展理念和发展经验,以更好履行服务本国人民和实现非洲复兴的历史使命。在此过程中,非洲政党有必要加强同中国共产党的交流,相互分享治国理政经验。
我们认为,本届研讨会朝实现上述目标迈出了重要一步。我们建议将研讨会机制化,每年在非洲和中国轮流举办,主题有各方共同商定。研讨会将本着平等、相互尊重和开放的原则,欢迎其他非洲政党参加。
我们赞赏和感谢埃革阵和中国共产党为举办本届研讨会所做的贡献。

Declaration of China –Africa Political Parties
Theoretical Seminar

We, the delegates from the Communist Party of China and the nine political parties (the list as attached) in Africa, gathered in Addis Ababa and held the China-Africa Political Parties Theoretical Seminar with the theme of the role of political parties and state in the development of the contemporary world from 3-5 Feb. 2015.
The Seminar is organized jointly by the CPC and the EPRDF. H.E. Mr. Demeke Mekonnen, Deputy Chairman of the EPRDF and Deputy Prime Minister of Ethiopia, H.E. Mr. Philip Mangula, Vice-Chairman of CCM, and H.E. Mr. Ai Ping, the Representative of the CPC participated in the opening session of the Seminar and delivered keynote speeches.
The delegates have carried out in-depth discussions regarding the role of political parties and the state as well as China-Africa cooperation, and reached broad consensus.
We believe that like-minded political parties should consolidate unity and cooperation and exchange visions and share experience of development so as to fulfill the task of serving their people and realizing the historical mission of Africa renaissance. During the process, it is necessary for African political parties to strengthen the exchanges with the CPC and share the experience of governing the country and running the party.
We believe that this Seminar marks an important step toward realizing the above-mentioned objectives. We suggest that there should be a regular arrangement for meeting once every year on topics the two sides agree upon with Africa and China taking turns to play host. Based on the principles of equality, mutual respects and openness, the Seminar welcomes other African parties to take part in.
