Distinguished Colleagues,

Ladies and Gentlemen,

This is not the first time that Fidesz, the Hungarian governing party is represented here, at the China-Europe High Level Political Parties’ Forum, but it is always a privilege. First, I’d like to express our gratitude to the Communist Party of China for creating and repeatedly organising this forum.

Our invitation is the result of the excellent political relations between our two countries, which are characterized by effective political dialogue based on mutual trust on both sides. Our bilateral relations are based on the Joint Declaration issued by our two governments in 2004, strengthened by Prime Minister Viktor Orbán’s official visit to China in 2014. All the serious parties in the Hungarian Parliament today are united in their commitment to strengthen relations with China, as Mr István Ujhelyi, Member of the European Parliament from the Hungarian Socialist Party, who is also present here, will no doubt agree.

The Hungarian Government’s policy of “Eastern Opening” and the “One belt, one road” initiative, announced by President Xi Jinping in 2013, are complementary. We believe that the Chinese initiative represents a new high-profile opportunity for mutually beneficial foreign economic cooperation not only for Hungary, but for the whole of Central and Eastern Europe. Our country has clearly expressed its intention to play an active role in the implementation of the initiative: we were the first European country to sign a memorandum of cooperation in this regard with the People's Republic of China.

The aim of the Hungarian government is to make Hungary the primary regional logistical hub of Chinese goods, and it has all the attributes to achieve this: central geographical location, highly qualified labour force, and favourable investment environment. The cumulative value of Chinese investment exceeds 3,5 billion dollars in Hungary. Key companies like Wanhua, Huawei and the Bank of China have already opted for Hungary to establish their regional centres.

Ladies and Gentlemen,

Allow me to mention our cross-party relations with neighbouring Central Eastern and Balkan states that are also important partners for China. The present Sixteen-Plus-One form cooperation was originally conceived at the China - Central Eastern European Countries Economic and Trade Forum, successfully organized in Budapest in 2011. Hungary has always taken an active part in running this platform in order to stimulate this complex, multilevel cooperation between China and the sixteen countries for the benefit of both sides. This form of cooperation gained attention also because the actual global security challenges – especially the problem of illegal migration – make Europe and the other global players more interdependent. Thus, on behalf of the ruling party, I would like to express our appreciation for the outstanding stabilising role China plays in international security matters.

As the fifth largest member of the most influential European-level political party, the European People’s Party, Fidesz has a wide range of international relations. I am convinced that the New Silk Road is an interest of the European Union, too. The development of oil and gas pipelines, highways and rail networks can only be with positive effect to an Union which is built on the diversification of export infrastructure and supports cross-border economic cooperation and strategic partnership.

The outcome of this strategic partnership is that the railway between Budapest and Belgrade, the capitals of Hungary and Serbia, will be modernised in cooperation with the People’s Republic of China, playing a key role in bringing forward the “One belt, one road” initiative at the European level. When the railway renovation will have been finished, this railway will be the fastest alternative line for cargo shipping from the Maritime Silk Road’s European terminal, the port of Piraeus to the gates of Western Europe.
