Esteemed working presidency of the 5th Chinese-European Forum,
Dear friends,
Ladies and gentlemen,
As an introduction, let me express my both deep appreciation and thanks to hosting Communist Party of China for its arranging of the 5th High-Level Chinese-European Forum of political parties during these beautiful sunny May days, in this city being interwoven deeply with history while a modern mega-polis of Beijing, a visit of which has ever been both grand and inspiring experience for us as the Europeans.
This is my third opportunity to be present here, to delivery my speech on this meeting of the Communist Party of China’s leading officials with representatives of European political parties; and I must state that during these five years, we have witnessed a meaningful development of the People’s Republic of China as well as the successful struggle of both Communist Party of China and a whole Chinese people with the challenges to be erected in front of them by this new 21st Century with the goals to deepen the reformist course, to upgrade the system of nation’s run, and to direct the immense power resulting from it towards the Chinese dream to be reached, what means the Chinese nation to be largely revived and the socialist state with Chinese distinctive features to be successfully build up.
From the very beginning of 2016, China has been realizing the 13th Five-Years-Plan, stressing there especially a coordinated development, aiming to resolve the coordination between internal and external demands and between the traditional and newly-born industrial branches, between urban and rural developments. Moreover, there is an emphasis put on an innovative development, with the goal to create a new competitive key economy, and beyond, stressing the green development, open development and the harmonious development to be an extraordinarily important one.  
Since a new Chinese leadership coming, headed by the President and the general secretary of Communist Party of China, Xi Jinping - ie. shortly before the last Chinese-European Forum to be held in Suzhou - we have been witnessing the intensive elaboration and realization of the strategy of the modern Silk Road called “One Belt, One Road Strategy”. It is both the open and comprehensive initiative, crossing Africa and connecting Asia with Europe, representing so a wide “ring of friends”, which every country as well as every both international and regional organizations can join if to be interested. By its dimension, the One Belt, One Road project can be marked as one of the economical largest projects in human history, touching economical interests of 3 billion people living in the countries to be influenced by the new Silk Road’s economical benefits.              
To be situated in the middle of Europe, Czech Republic has recognized both the importance and the originality of the One Belt, One Road project from its very beginning. In last years, its government and especially President Zeman have developed considerable efforts for convergence with the People’s Republic of China, in the spirit of both traditional friendship and long-term relations between both the countries. The climax of those efforts was the historically first visit of President Xi Jinping, the People’s Republic of China’s head, in Czech Republic in the end of last March, first time after the diplomatic relations between the two countries to be established 67 years ago.   
The agreement about strategic partnership between our countries’ leaderships in supporting a bilateral cooperation within both the “Economical Belt of the Silk Road” and the “Maritime Silk Road” to be presented by Chinese side, has taken a major position amongst the results of Chinese President’s visit to Prague. Also the project of the Dunaj-Odra-Labe river corridor, making possible an alternative river road to transport the goods on the water-courses connected to the sea port of Constanta, Romania, engages into the New Silk Road project.    
China evaluated positively the Czech Republic’s ambition to become the regional fiscal centre for both Central and Eastern Europe. In this respect, both the sides are ready, if possible, to continue in strengthening of the fiscal cooperation between the two countries, to promote using of local currency in both bilateral trade and investment, and to negotiate about the accountability mechanism for the CNY currency in Czech Republic to be feasible. Both the sides have agreed, too, to develop a cooperation on fields of science, innovations and modern technologies, primarily aiming in applied research and experimental development of new materials, bio-technology, nano-technology and technology being safe for the environment.             
President Xi Jinping’s visit in Czech Republic has confirmed by its results that the Chinese side regards Czech Republic as an important strategic partner for the cooperation in Europe, especially within both Central and Eastern Europe. Both the Central- and East European countries are the Eastern gate into Europe. China has already signed both the memoranda of understanding between respective governments and the memoranda about joint support of the “Belt and Road” initiative with seven countries of this region., The cooperation in framework of the “16 + 1” project has been developed in the active way to be similar to it.
The “Belt and Road” project has been significantly signed, too, under the development of cooperation between the China and the European Union. Both the sides have agreed to interconnect the Chinese “Belt and Road” initiative and the Investment plan for Europe, and they have entered into negotiation about establishing of Chinese-European joint investment fund. Czech Republic actively supports those steps.         
In my speech, I am gradually drawing to the evaluation of the situation within our European Union. Unfortunately, I must observe that, as a result of the erroneous neo-liberal model of economy to be enforced within the EU framework, the attempts have been failing to overcome the crisis effects, being currently multiplied by both the migration’s deepening crisis and the US rough and aggressive pressure on the EU during the Transatlantic Trade and Investment Partnership’s negotiation (TTIP) between the US and the EU besides. Within framework of the migration crisis to be resolved, the European Commission proposes the visa-free entry into the Schengen area for Turkish citizens, while intending to enforce the proposal to launch other obligatory quotas on the refugees to be embraced. One part of this plan - being a suicide one as some of EU countries say, the Czech Republic included - should be the sanctions if any individual refugee will be refused, in the order of hundreds thousand Euros. Czech Republic rejects the quotas, intending to solve those quotas during the EU Summit; it doesn’t intend to be outvoted on Ministers of Interior’s any next meeting, as it had occurred in last September. If necessary, Czech Republic is ready to prosecute the EU in the court. Communist Party of Bohemia & Moravia’s opinion is the migration crisis cannot be resolved by the visa-free contact with Turkey and by Turkey’s EU membership, but to protect effectively the EU’s Schengen external borders instead.
The Communist Party of Bohemia & Moravia is critical, too, to the TTIP, which should remove some of the remaining barriers in trading between the EU and the US, creating the world’s largest area of free trading. The TTIP negotiations running both in fair spirit and transparently, it would be possible to come into both well-balanced and fair agreement between the two sides of the Euro-Atlantic room. The truth is, however, that the US push the EU under brutal pressure, and Washington threatens to block the export reliefs for Europe’s car industry, trying so to force the EU to take more American agriculture products, and, in the same time, to remove European standards of consumers’ protection, which still protect EU population from the genetically modified crops or from the meals with growth hormone.
The migration crisis as well as the TTIP’s unfair negotiations witness about the fact that the EU leadership has completely retreated from the principle of emancipated balanced relations between the EU and the US, becoming only the tool of US both banksters’ and predatory circles to capture the European Union. Nevertheless, this strategy is completely impassable and without any perspective, to be proved, amongst other things, by the fact that the support of Czech Republic’s citizens for the EU membership has dropped down since our entry 12 years ago from 64 % to current 30 % .But unfortunately, the European Parliament passed a resolution opposing to grant China market economy status last week, which was absolutely not in line with China-EU comprehensive strategic partnership.
When we dispersed three years ago after the 4th forum in Suzhou had finished, we were in a good mood, to be assured by the host Chinese side about the People’s Republic of China wish to reach its both the economical development and its direction towards global economical domination clearly following the path of peaceful development, defending unwaveringly global peace. We were positively motivated, too, by growing influence of the BRICS countries as it meant our civilisation entering into the stage of its peaceful multipolar development. With a sorrow, nevertheless, I must say that our belief into positive development of international relations have been lied open to great tests during last years. There is no time space to be spoken about a crisis development in Ukraine or about war in Syria or about the combat against the terrorist organization of ISIS. I have the impression that the United States as the former dominator of the unipolar world are not able to cope with the multipolar world setting out, forcing to reverse this development, even at the cost of our civilization’s the 71-years-lasting peaceful development to be interrupted, first time since the WW II’s finish. I am proud of Czech Republic’s President, Mr. Milos Zeman, because he was able, as one of the few top politicians, to attend on the celebration of the 70th anniversary of the War’s end in the Pacific, to be held in Beijing at the beginning of September 2016, together with our Chinese friends.    
Current international relations are exposed to more and more hectic pressure by the US to maintain their hegemony even at the cost of both the forceful solutions and the hybrid wars. As an American political scientist, Mr. Paul Craig Roberts, says, “Today, Washington is ready to overthrow those governments in Latin America as well as all around the world which ever attempted to act in the interests of their citizens and not in the interests of American corporations or banks.” We are the witnesses of the US armed troops more and more surround Russia, intending to foster a war conflict with their nuclear power rival; nevertheless, not within their own territory, but as far as possible from their own borders instead. Unfortunately, from this point of view, the Europe, as already twice in its history, becomes the most suitable area for the war. 
Our hosting country, the People’s Republic of China, is today one of main guarantor to maintain international both peace and security as well as of preventing large, civilisation-wrecking war conflict. Just for it, let me express a belief that the People’s Republic of China, in cooperation with Russian Federation as well as with other BRICS’ countries, shall fulfil this expectation of the mankind, and the peaceful development of our civilisation will be preserved.

女士们,先生们,
     首先,请允许我向第五届中欧政党高层论坛的东道主中国共产党表示崇高的敬意和衷心的感谢。很高兴能在阳光明媚的五月来到历史悠久的现代国际大都市北京。对于我们欧洲人来说,访问北京总是令人激动的旅程,同时也是充满启迪的经历。
     我已是第三次参加中欧政党高层论坛并致辞了。可以肯定的是,这五年来,我们都见证了中国的蓬勃发展及中国共产党和全国人民以实现中华民族伟大复兴的中国梦为目标,坚定走中国特色社会主义道路,深化改革,加强治国理政现代化进程,成功应对21世纪的诸多挑战。
今年年初,中国开始了实现“十三五”规划的进程。规划强调协调发展,其目标是协调外需和内需、传统产业和新兴产业之间的关系以及城乡发展。此外还强调以打造有竞争力的新经济体为目标的创新发展以及绿色发展、开放发展,以及最重要的共享发展。
    上届中欧政党高层论坛于2013年4月在苏州召开后不久后,习近平总书记为核心的新一代中国领导集体走上了执政岗位,我们见证了“一带一路”倡议的蓬勃发展和落实。这个开放、融合的倡议将非洲、亚洲和欧洲连接起来,构成了广大的“朋友圈”,所有有意愿的国家及国际和地区性组织都能加入这个朋友圈。“一带一路”倡议的规模之宏伟可成其为人类历史上最大的
工程之一,它关系到沿线30亿人民的经济利益。
捷克共和国位于欧洲的中心,从一开始就认识到了“一带一路”战略的重大意义和独创性。近几年,捷克政府,尤其是总统米洛什泽曼,为捷中关系在源远流长的传统友谊基础上的发展付出了很大努力。这一努力的巅峰,就是习近平主席今年3月的对捷克的国事访问,这也是两国建交67年来中国元首对捷克的首次国事访问。
中国国家主席访捷的一大成果,就是两国元首共同宣布战略伙伴关系并将在中方提出的“一带一路”框架内开展合作。其中一个项目就是“多瑙-奥德-易北河三河通衢项目”,它将建成联通罗马尼亚康斯坦察黑海港口的水路货运通道。
捷克成为中国-中东欧金融合作中心的强烈愿望得到了中方的积极评价。在这方面,我们双方都将尽最大可能加强两国金融合作,支持在双边贸易和投资中使用本币结算并就在捷人民币清算业务的可行性进行磋商。双方还将加强科技、创新尤其是以应用研究及新材料研发为重点的现代技术领域的合作,例如生物、纳米、环保技术合作。
中国国家主席习近平访捷及其成果证明,中国将捷克视作在欧洲尤其是在中东欧地区的重要战略合作伙伴。
中东欧国家是中国进入欧洲的东部门户,中国已同七个中东欧国家签署关于共建“一带一路”的政府间谅解备忘录。同时“16+1合作”也正如火如荼地进行。
中国和欧盟之间也签署了一系列关于“一带一路”建设的协议。双方同意建立“一带一路”倡议和欧洲容克投资计划的对接,并成立中欧共同投资基金。捷克共和国积极支持这些举措。
我的话题逐渐来到了对欧盟的评价上。遗憾的是,我不得不说,欧盟施行的新自由主义经济,导致其无法克服经济危机,以及今天正在加剧的难民危机,也无法良好应对美国在就TTIP进行谈判过程中的强硬施压。为了应对难民危机,欧盟委员会提出要对土耳其公民实施免签政策,同时还计划分摊新的难民接收份额,每拒收一位难民还要遭受高达几十万欧元的罚款。包括捷克在内的一些欧盟成员国将这个计划视作自杀式计划。捷克共和国拒绝接收难民份额分摊,并将在欧盟峰会上解决这个问题,绝不会再像去年九月的内务部长会议那样让分摊方案得以通过。有必要的话,捷克会在欧洲法院起诉欧盟。捷摩共的观点是,难民危机绝不是给土耳其免签或让它加入欧盟就能解决的,重要的是有效维护欧盟外部边境。
捷摩共对TTIP持批评态度。TTIP旨在铲除欧盟和美国之间现存的一些贸易壁垒,打造世界最大的自由贸易区。如果谈判能够公开透明地进行,那么大西洋两岸的双方将达成公平、平等的协议。
然而事实是这样的——美国给欧盟施加了巨大的压力,并威胁要取消欧盟汽车工业出口的税收优惠,试图以此强迫欧盟购买更多的美国农产品,同时取消欧盟的消费者保护政策,这些消费者保护政策包括禁止转基因食品和含生长激素的肉类进口。
从难民危机和关于TTIP的不公平谈判都表明,欧盟领导层完全脱离了自由、平等的欧美关系准则,成为了美国银行家和掠夺者统治欧洲的工具。这种做法是毫无希望且不可行的,一大例证就是捷克入盟12年来,公民对欧盟成员国身份的支持率从入盟时的64%降到了30%。令人遗憾的是,上周欧洲议会通过反对承认中国完全市场经济地位的决议,这完全不符合中欧全面战略伙伴关系。
3年前,第四届中欧政党高层论坛闭幕时,我们充满信心,因为东道主中国向我们保证,中国只会通过走和平发展道路以及毫不动摇地维护世界和平来发展经济,成为世界领先的经济体。金砖国家越来越强的影响力也令我们欣慰,因为这意味着我们步入了多极化和平发展的时代。但由于乌克兰危机、叙利亚战争或恐怖组织伊斯兰国等,我不得不遗憾地说,我们对国际关系积极发展的信心在近几年里经历了很大的考验。由于时间限制,我就不对它们一一赘述了。
我感觉到,从前单极世界的霸主美国无法接受多极世界的兴起,不惜破坏二战后71年来的世界和平来阻止世界多极化。我很自豪,捷克总统米洛什·泽曼作为唯一的欧盟国家元首参加了去年9月在中国举行的反法西斯战争胜利70周年纪念活动。
当今国际关系正面临着来自美国的越来越大的压力,它为了维护自身霸权不惜使用武力解决办法,发动混合战争。
正如美国政治学家保罗·克雷格·罗伯茨所说:“华盛顿已准备好推翻拉美等地区那些为本国公民而非美国企业和银行的利益服务的政府。”我们都看到,美国武装力量正在一步步包围俄罗斯,企图挑衅这位核武器对手发动战争,但不是在他们自己的国土,而是离美国尽可能的远。不幸的是,这样来看,欧洲成为了最适合战争的地方,正如过去已经两次发生的那样。
今天我们的东道主中国,是对世界和平与安全的保障之一,也是阻止摧毁文明的大规模战争的一大力量。因此,请允许我在此表明,我相信通过同俄罗斯及其他金砖国家的合作,中国能够实现全人类的共同期望,确保人类文明的和平发展。
