AND POLITICAL LEADER OF THE DOMINICA LABOUR PARTY

 

        Your Excellency Song Tao, Minister of the International Department of the CPC Central Committee 
  Colleague Heads 
     Distinguished Delegates
  Ladies and Gentlemen
  I am humbled to address this august body today. As Prime Minister and Leader of the Dominica Labour Party, I wish to congratulate H.E. President XI Jinping,and the people of the People’s Republic of China,as you celebrate 100 years since the founding of the Communist Party of China (the CPC).
  Since establishing diplomatic relations with the People’s Republic of China 17 years ago, the Dominica Labour Party and the CPC have developed strong relations, that have been solidified with several cultural exchanges between our two Parties.
  These exchanges have resulted in the deepening of our friendship, as they have allowed us to share experiences and learn from each other in an atmosphere of mutual trust, respect, and win-win cooperation. We look forward to the recommencement of these exchanges as we continue to forge deeper and stronger relations with the CPC.
  I commend President Xi and the CPC for catalyzing the rejuvenation of China into a major superpower, that has moved China from poverty to the world’ second largest economy.
  In 2020, the CPC achieved the United Nation’s 2030 Poverty Alleviation goals, 10 years ahead of schedule. Yourpoverty alleviation campaign has been exemplaryand should be emulated by many political parties and countries. The Dominica Labour Party has always put people first and have ensured that despite difficult times, we continue our social programmes to bring relief to, and lift our people out of poverty.
  We can learn from your many years of hard work and sacrifice.You have shown political parties that when people are placed at the center of a country’s development,that country will succeed and prosper. When opportunities are given in education, vocational skills development, proper housing, agriculture, many things become possible.
  Similar to the CPC, the Dominica Labour Party continues to create these opportunities for our citizens. We place high importance on a people centered development approach, aimed at enhancing basic livelihoods, protecting the well-being of our people, and ensuring that key safety nets are put in place, along with major policy support in education, employment, medical services, housing and environmental protection.
  We have already started the transition to a more digitalized economy,and we seek to collaborate with the CPC in supporting our technological transformation.
  Excellency,since President Xi expressed in 2014, the vision for a shared future for China and LAC countries, we have seen an exponential growth in trade between our two regions. Despite this, we continue,particularly in the Caribbean,to be challenged by issues of connectivity and limitations of small size and vulnerability to external factors.
  China has demonstrated in a tangible way its commitment to support developing countries. The Belt and Road Initiative which we have signed on to, along with many other countries, is one of the most monumental change-oriented undertakings of current times.
  This initiative represents the willingness of the People’s Republic of China to spearhead the process of enhancing international cooperation for the ultimate good of mankind.
  It demonstrates a promise to utilise Chinese financing and investment in areas that support the development of countries’ infrastructure, logistics and manufacturing capacity, agriculture, other sectors that generate growth and create more jobs and global connectivity.
  Such connectivity has the potential to advance the progress of Latin America and Caribbean countries in our achievement of economic growth and development.
  In a region that faces significant transportation challenges, the opportunity to partner with China to improve trade and transportation links, must be pursued in earnest.
  Excellencies, we have just emerged from a period of negotiations at COP 26 in Glasgow, which for many of us, particularly the Small Island Developing States of the Caribbean, does not go far enough. The world is not on track to limit global warming to 1.5 degrees above pre-industrial levels. This poses an existential threat to our countries, who are on the frontline of climate change.
  These issues threaten the very viability of our countries, and we continue to count the cost in the destruction of lives and livelihoods. We have sought to be innovative and creative in responding to the challenges, but it is imperative that the world scale up its efforts to combat global warming and support the mitigation and adaptation efforts of small states.
  We have the opportunity to let our collective voices be heard on this issue and to be able to make a difference in the lives of the most vulnerable amongst us.
  As we pursue actions to limit the effects of climate change, this creates opportunities to develop new, clean, and green industries. We can share knowledge, experience and technology with each other and support investments in those areas.
  Excellency despite China’s many challenges, your great country continues to assist other countries throughout the world. We applaud you for the exemplary leadership shown in supporting countries like Dominica to deal with the challenges of global warming.
  Dominica and indeed the Caribbean region, has committed to become resilient countries, better able to weather the impacts of a warmer world. We would be happy to collaborate with the CPC in our efforts.
  I could not end these brief remarks without acknowledging with deep appreciation the extraordinary efforts by China to support our countries during the COVID-19 pandemic. The donation of vaccines, PPE’s, equipment, medical and technical support, has contributed in a substantial way to our fight against this dreaded disease. This is just one more example of how we continue to collaborate to ensure that no one is left behind.
  Again, on behalf of the Dominica LabourParty, the Government and people of Dominica and on my own behalf, I congratulate the CPC and the people of the People’s Republic of China in observance of your 100th Anniversary.  
  The Government of Dominica and the Dominica Labour Party stand firm in our recognition of the one China principle and supports efforts of the CPC towards the peaceful reunification of the whole of China.
