The 2024 China-Türkiye Ruling Party Governance Exchange Mechanism Strategic Dialogue Held

Beijing, June 26thThe 2024 China-Türkiye Ruling Party Governance Exchange Mechanism Strategic Dialogue was held under the theme of “strengthening the building of the ruling party and exploring the road to modernization”. Liu Jianchao, Minister of the International Department of the CPC Central Committee, and Efkan Ala, First Deputy Chairman of the Justice and Development Party (AK Party) of Türkiye, attended the dialogue and delivered keynote speeches.  


Liu said, under the strategic guidance of President Xi Jinping and President Recep Tayyip Erdogan, the China-Türkiye strategic cooperative relationship has maintained good momentum of development with promising prospects. Exchanges between political parties are an important component of state-to-state relations. The CPC and the AK Party jointly established the China-Türkiye Ruling Party Governance Exchange Mechanism to implement the key consensuses reached by the two heads of state through inter-party channels, aiming to lead and promote the healthy and stable development of the China-Türkiye strategic cooperative relationship. Modernization is a common cause of humanity. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the Chinese people are advancing the noble cause of building a great country and national rejuvenation on all fronts through a Chinese path to modernization. The Turkish people have embarked on a new journey to realize the vision of the “Century of Türkiye”. The two Parties should support each other’s development path and work together hand in hand towards national rejuvenation.  

Liu emphasized that changes of the world, of our times, and of historical significance are unfolding like never before, leading to profound shifts in the international balance of power. As emerging market economies, both China and Türkiye find it more imperative than ever to enhance strategic cooperation. Both sides should uphold strategic autonomy, enhance political mutual trust, and genuinely respect each other’s core concerns. Both countries should advocate for openness and inclusiveness, deepen institutionalized cooperation between the ruling parties, enhance experience exchanges in state governance and administration, and constantly strengthen the governance capacity together. China and Türkiye should pursue mutual benefit and win-win cooperation, fully tap into the potential of “political party+” cooperation, and accelerate the alignment of the Belt and Road Initiative with Türkiye’s Middle Corridor Initiative. Both sides should keep to the right way forward, strengthen solidarity and coordination with a global vision and a historical perspective, and promote the common values of mankind. The Chinese side welcomes the AK Party’s support for and participation in the three major global initiatives proposed by General Secretary Xi Jinping to jointly promote the building of a community with a shared future for mankind.  

Ala said, enhancing inter-party exchanges and cooperation across various fields between Türkiye and China not only serves the common interests of both sides, but also contributes to regional and global peace. The AK Party looks forward to deepening inter-party exchanges and cooperation with the CPC to further boost Türkiye-China relations for greater development. The Turkish side is willing to maintain high-level exchanges with the Chinese side, make good use of various cooperation mechanisms between the two countries, deepen cooperation in such fields as economy, trade, energy and tourism, strengthen the alignment of Türkiye’s Middle Corridor Initiative with the Belt and Road Initiative, enhance interconnectivity, and welcome Chinese enterprises' investment in Türkiye, so as to achieve mutual benefit and win-win results.  


During the dialogue, Liu and Ala jointly signed a memorandum of understanding on cooperation between the two Parties.  


Chen Zhou, Vice-minister of the International Department of the CPC Central Committee, chaired the dialogue. Approximately 50 representatives from China and Türkiye were present, including relevant officials from China's Ministry of Foreign Affairs, Ministry of Commerce, Ministry of Culture and Tourism, as well as Zafer Sirakaya, Deputy Chairman of the AK Party in charge of Foreign Affairs, and Yusuf Ziya Yilmaz, Deputy Chairman of the AK Party in charge of Local Administrations.
