Beijing, March 30th—Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), met here today with a delegation led by Ayib Daffé, Secretary General of the PASTEF of Senegal.

Liu said, China and Senegal are sincere friends and reliable partners on the path of peace, security, and development, and are fellow travelers and good brothers on the road to development and revitalization. In recent years, thanks to the guidance of President Xi Jinping's successful meetings with President Bassirou Diomaye Faye and Prime Minister Ousmane Sonko, new successes have been achieved in the comprehensive strategic cooperative partnership between China and Senegal. The CPC is willing to work with the PASTEF of Senegal, guided by the important consensus reached by the leaders of the two Parties and countries, to further strengthen high-level exchanges, deepen concept exchanges of party building and state governance, and promote cooperation in education, culture, sports, youth and women's affairs, and local areas through a "political party+" approach, thereby consolidating the political and public opinion foundations of China-Senegal and China-Africa relations. This year marks the start of China's 15th Five-Year Plan period (2026-2030), and China is willing to strengthen the alignment of development strategies with Senegal and work together on the path to modernization. Liu also introduced the relevant situation regarding the CPC's education campaign to help officials gain a correct understanding of what it means to perform well and act accordingly.
Daffé said, Senegalese government under the leadership of the PASTEF is firmly committed to carrying out friendly cooperation with China, adhering to the one-China principle, and supporting the Belt and Road Initiative and the four major global initiatives put forward by President Xi Jinping. Senegal appreciates China's support and assistance, and is willing to work with China to implement the important consensus reached by the leaders of the two Parties and countries, deepen exchanges and cooperation in areas such as trade, culture, science and technology innovation, the digital economy, and local cooperation, and better promote the development of Senegal-China and Africa-China relations. The PASTEF sincerely admires the CPC's governance achievements, and is willing to take the signing of the memorandum of understanding on exchanges and cooperation between the two Parties as an opportunity to further strengthen exchanges and learn from China's experiences in party building, reform, social governance, and strategic planning.

Following the meeting, Liu and Daffé, representing the respective Parties, signed the memorandum of understanding on exchanges and cooperation between the CPC and the PASTEF from 2026 to 2031.
