The IDCPC Holds Thematic Briefing on the Fourth Plenary Session of the 19th CPC Central Committee for Foreign Diplomatic Envoys to China

On November 8th, the International Department of the CPC Central Committee (IDCPC) held the thematic briefing on the fourth plenary session of the 19th CPC Central Committee for foreign diplomatic envoys to China. More than 210 senior diplomats from over 130 embassies in China, including 60-plus ambassadors or chargé d'affaires, attended the briefing. Shen Chunyao, member of the Central Publicity Group for the Fourth Plenary Session of the 19th CPC Central Committee and Director of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, and Xin Xiangyang, Deputy Executive Director of the Research Institute of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at the Chinese Academy of Social Sciences were invited to give speeches to foreign diplomatic envoys to China.

The briefing started with a video which was specially produced for the plenary session. The video introduced the historical background, main content and great significance of the fourth plenary session of the 19th CPC Central Committee with vivid pictures and words.

The members of the Central Publicity Group and the experts shared with the diplomats the historical evolution, the great achievements, and the superiority and strong vitality of China’s national system and governance system since the founding of the People’s Republic of China. They said that the CPC Central Committee’s Decision on Some Major Issues Concerning How to Uphold and Improve the System of Socialism with Chinese Characteristics and Advance the Modernization of China’s System and Capacity for Governance reviewed and adopted by the plenary session responded to the important political questions about China’s national system and governance system—“What to uphold and consolidate? What to improve and develop?”, which is a development of the Marxist theory of the state and the human system civilization. It is of great and far-reaching significance for China to realize its “two centenary goals”, advance reform and opening-up in the new era, respond to risks and challenges and win the initiative. It also provides a new choice for developing countries to pursue modernization, and contributes the Chinese wisdom and solutions for mankind to explore and develop a better social system.

Shen and Xin also answered questions raised by foreign diplomatic envoys to China.

Foreign diplomatic envoys to China congratulated the CPC on the successful holding of the fourth plenary session of the 19th CPC Central Committee on the occasion of the 70th anniversary of the founding of the People’s Republic of China. They also praised China for creating the miracle of sustainable economic development and long-term social stability, and pursuing a successful development path, which demonstrates China’s effective national system and strong governance capacity. The Chinese system is presenting its unique charm in the world. Many diplomats said they were ready to strengthen exchanges with the CPC on the experience and philosophy in party governance and state administration, and to promote practical cooperation with China in the joint construction of the Belt and Road Initiative, so as to realize common development and common prosperity.

Before the briefing, Song Tao, Minister of the IDCPC, met with Shen and Xin. Song said that the fourth plenary session of the 19th CPC Central Committee has yielded fruitful results, attracting widespread attention of the international community. The high level and the large number of the senior foreign guests attending the briefing indicate the urgent desire of the international community to understand the spirit of the plenary session. The IDCPC will strengthen cooperation with relevant departments, by ways like holding thematic briefings on the latest policies and ideas of the CPC, to tell the story of the Chinese system, expand the influence and appeal of the Chinese system, and enhance the international community’s understanding and recognition of the Chinese system.
