The IDCPC Holds a Thematic Briefing on the Spirit of the Third Plenary Session of the 20th CPC Central Committee for Senior Foreign Diplomats in China

Beijing, July 26th—The International Department of the CPC Central Committee (IDCPC) held here today a thematic briefing on the spirit of the third plenary session of the 20th CPC Central Committee for senior foreign diplomats in China. More than 150 senior diplomats attended, including over 100 ambassadors and chargés d’affaires to China. Xie Chuntao, Member of the Central Publicity Group and Vice President of the Party School of the CPC Central Committee (National Academy of Governance), and Jiang Xiaojuan, former Deputy Secretary-General of the State Council and Professor at the University of Chinese Academy of Social Sciences, introduced the main content of the third plenary session to the attendees. Sun Haiyan, Vice-minister of the IDCPC, presided over the event.  


Xie stated that the Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization, which was reviewed and adopted at the third plenary session of the 20th CPC Central Committee, pools the wisdom of the entire CPC and society, reflecting intra-Party democracy, national democracy, and people’s democracy. The Resolution is centered on the overall objective of continuing to improve and develop the system of socialism with Chinese characteristics and modernize China’s system and capacity for governance. It emphasizes reform directions focused on seven key areas and proposes over 300 significant reform measures. The Resolution will provide robust development momentum and institutional guarantees for Chinese modernization and create more new opportunities for China to deepen mutually beneficial cooperation with countries around the world.  

Jiang stated that opening up is a distinctive feature of Chinese modernization. We will remain committed to the basic state policy of opening to the outside world and continue to promote reform through opening up, actively align with high-standard international trade rules, expand institutional opening up, deepen reform of the foreign trade system, improve and promote high-quality Belt and Road cooperation mechanism, and ensure national treatment and legitimate rights for foreign-invested enterprises. Chinese modernization has been advanced continuously through reform and opening up and will surely embrace broader horizons through further reform and opening up.  


Xie, Jiang, and Sun also engaged in exchanges with foreign diplomats in China. They answered questions on topics including China’s reform plans and deployment, economic development and transformation, China's endeavor to expand domestic demand and promote growth in consumption spending, fiscal and social security, policies on the private economy, green development, and foreign investment in China, as well as the economic and trade relations between China and other countries.  


The foreign diplomats in China congratulated on and welcomed the discussion and adoption of the Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization at the third plenary session of the 20th CPC Central Committee. They expressed their gratitude to the IDCPC for organizing the thematic briefing on the spirit of the plenary session. They stated that the Resolution demonstrates the CPC’s resolute determination to further deepen reform comprehensively and advance Chinese modernization with greater courage and boldness, sending a positive signal of the CPC’s commitment to promoting high-quality development and expanding high-level opening up. This has profound significance for both China and the rest of the world. China’s comprehensive deepening of reform and advancement of Chinese modernization will not only promote its own development, but also have a significant positive impact on global economic recovery and development. They expressed the hope to share opportunities and achieve mutual benefit and win-win outcomes.
