On July 29th, the International Department of the CPC Central Committee (IDCPC) held a briefing for the international business communities in China on the spirit of the third plenary session of the 20th CPC Central Committee. More than 120 representatives of international business associations, enterprises and economic and trade officials from some embassies in China attended the briefing. Ma Hui, Assistant-minister of the IDCPC, Han Baojiang, former director of the Economics Teaching and Research Department of the Party School of the Central Committee of CPC (National Academy of Governance), Zhang Yansheng, Chief Researcher of China Center for International Economic Exchanges, and Yang Xuedong, Director of the Department of Political Science of Tsinghua University, introduced the important spirit and main outcomes of the plenary session to the guests.
Ma said, the third plenary session of the 20th CPC Central Committee has laid out a scientific blueprint and comprehensive deployment for further deepening reform and promoting Chinese modernization in the new journey of the new era, sending a strong message that China will stay committed to reform and opening up in the new era. It is hoped that the international business communities will seize the opportunity to deepen cooperation with China and achieve mutual benefit and win-win results.
Han said, the Resolution adopted at the plenary session stressed that China will build a high-level socialist market economy, adhere to unswervingly consolidating and developing the public sector and unswervingly encouraging, supporting, and guiding the development of the non-public sector, ensure that economic entities under all forms of ownership have equal access to factors of production in accordance with the law, compete in the market on an equal footing, and are protected by the law as equals, and provide a better institutional guarantee for international enterprises in China.
Zhang said, while further deepening reform comprehensively, China continues to improve the high-level opening up system and mechanism, and insists on promoting reform through opening up. The Chinese modernization is not only aimed at achieving China's own development but also focuses on win-win cooperation with other countries worldwide.
Yang said, the more than 300 major measures proposed in the Resolution show the rational expectations of Chinese communists for the future, systematic planning to achieve its vision, and practical spirit to strive for these goals.
The experts and scholars exchanged with representatives of international business communities in China and answered questions. Representatives of the international business communities and diplomats attending the meeting thanked the IDCPC for organizing the briefing, saying that the briefing has enhanced their understanding of the spirit of the plenary session, especially regarding economic policies, and strengthened their confidence in continuing to invest and operate in the Chinese market.
